James Jerome Parsons was born on November 15, 1915 in Cortland, New York, where his family lived until relocating to Monrovia, California when he was 13. After graduating high school, Parsons enrolled at Pasadena Junior College before transferring to UC Berkeley, from which he received an AB in economics (1937) and an M.A. in Geography (1939). T.J. Kent, born in 1917, was a pioneer in city and regional planning in the San Francisco Bay Area. He was a founding member of Telesis and the founding professor of the UC Berkeley department of City and Regional Planning. In 1964 he published The Urban general plan.
